1) Shanghai “Shanghai Fuel Cell Vehicle Development Plan”

Shanghai is a pioneer in the research and development and industrialization of fuel cell vehicle technology in China. From the "Beyond No. 1" fuel cell vehicle in 2003 to the SAIC Roewe 950 fuel cell vehicle in 2015, the technical level of Shanghai fuel cell vehicle has always represented the highest level of fuel cell vehicle development in China, and demonstrations at Expo, New Energy Vehicles, and Miles. Outstanding performance in the app. Shanghai has more than 30 companies focusing on hydrogen energy and fuel cell vehicle technology research and development, covering key materials, key components, fuel cell power systems and complete vehicles, as well as promotion applications and supporting services. Perfect industrial chain. Jiading District has initially formed a cluster of fuel cell vehicle industry chain, including a group of key units including SAIC, Auto City Group, Tongji University, Motor Vehicle Testing Center, Shanghuan Power, Remodeling, Yuhua, Zhiyu, etc. More complete industrial supporting elements such as energy, fuel cell, power system platform, fuel cell vehicle and demonstration operation. Shanghai's development goals are:

2017-2020: More than 100 fuel cell vehicle-related enterprises will be gathered, and one hydrogen energy and fuel cell technology research and development center with international influence will be cultivated, and one fuel cell vehicle inspection and testing center will be established. The annual output value of fuel cell vehicle industry chain will break through. 15 billion yuan. At the demonstration operation and promotion level, 5-10 hydrogen refueling stations and 2 passenger vehicle demonstration zones were built, and the operation scale reached 3,000 vehicles. The fuel cell bus, logistics and other vehicles were actively promoted.

2021-2025: One vehicle manufacturer with international influence, 2-3 power system enterprises, and 8-10 key component enterprises. The annual output value of fuel cell vehicle industry chain exceeded 100 billion yuan. At the demonstration operation and promotion level, 50 hydrogen refueling stations will be built, with no less than 20,000 passenger cars and no less than 10,000 other special vehicles.

2) Beijing Fuel Cell Planning

In December 2017, the “Guiding Opinions on Accelerating Science and Technology Innovation in China to Cultivate New Energy Intelligent Automobile Industry” (referred to as “Guiding Opinions”) was released. Scientifically deploy and moderately advance the development and demonstration of fuel cell vehicles and intelligent networked vehicles, and foster new growth points in the industry. We will increase the development of fuel cell passenger vehicles based on hydrogen fuel, and strive to make breakthroughs in the fields of vehicle durability, driving range and fuel cell service life. Focus on the development of fuel cell stacks and systems, hydrogen circulation pumps, air compressors and other parts, high-pressure hydrogen storage, liquid hydrogen storage and other research and development production capacity.

In 2017, Beijing Hydrogen Fuel Cell Engine Engineering Technology Research Center was officially listed. In July 2017, the Beijing Municipal Science and Technology Commission and the Changping District Government and seven research institutes in Beijing jointly signed the “Cooperation Agreement on Building a Collaborative Innovation Platform for Hydrogen Energy Technology in Beijing Future Science City”. By 2020, Beijing plans to build the largest R&D and application center for new energy vehicles in China, which will reach the international leading level. Actively deploy fuel cell vehicles and smart car development and demonstration to create a global automotive automotive innovation center. The Beijing Municipal Government’s notice on energy conservation and consumption reduction and climate change planning during the 13th Five-Year Plan period proposes that by 2020, the promotion of fuel cell vehicles in Beijing will reach 5,000 vehicles.

3) Guangdong Province: The development of hydrogen energy industry in “multi-land flowering”

The country's first official commercialized passenger-operated hydrogen fuel cell bus demonstration line operates in Guangdong. All hydrogen fuel cell buses on this bus demonstration operation line are produced in Guangdong. Guangdong relies on Foshan and Yunfu, two cities on the west bank of the Pearl River, to create a relatively complete hydrogen fuel cell vehicle industry chain through innovative industrial counterparts, and is constantly attracting OEMs to settle down.

In September 2017, the first hydrogen energy equipment industrialization project in Dongguan was laid, which will promote the industrialization of hydrogen refueling stations, hydrogen fuel cells and hydrogen power equipment and application products. Dongguan proposed to build an international hydrogen energy industrial city. According to the project plan, based on hydrogen energy technology products, with the goal of building hydrogen energy application demonstration and industrial agglomeration area, it will build Dongguan's first complete hydrogen-collecting energy research and technology. Products, platforms, and an industrial base.

In December 2017, the first “Hydrogen Energy Week” in China was held at the opening ceremony in Nanhai, Foshan. Foshan pays attention to the strategic cooperation with Yunfu, set up a 1 billion yuan hydrogen energy industry equity investment fund and 3 billion yuan hydrogen energy industry development fund to promote the development of hydrogen energy industry, and is expected to put into use 10 hydrogen refueling stations in 2019, and strive to achieve 1,000 vehicles. Hydrogen bus demonstration operation project. Foshan Nanhai District clearly stated in its ten-year plan for the development of new energy automobile industry that by 2025, Nanhai District will promote 5,000 fuel cell forklifts, 10,000 fuel cell passenger cars and 5,000 fuel cell passenger cars. The development of the hydrogen energy industry with “multi-land flowering” has enabled Guangdong to have the technical reserve and pilot operation experience of the entire industry chain of “hydrogen production-hydrogen storage-hydrogen-hydrogenation-hydrogen fuel engine-vehicle demonstration operation”.
