The Lead Storage Battery Implements the Recovery Target Responsibility System
On June 2, the National Development and Reform Commission issued the "Interim Measures for the Management of Lead Battery Recycling (Consultation Draft)", which pointed out that the country implements the target responsibility system for lead battery recycling. By the end of 2025, the lead battery recycling rate should reach more than 70%. Lead-acid battery manufacturing enterprises (including importing enterprises) should achieve the recycling goals determined by the state through independent recycling, joint recycling, and entrusted recycling, and submit a report on the completion of the previous year's goals by the end of March every year.
It is worth noting that the lead storage batteries to be included in the recycling management include various types of lead storage batteries for starting batteries, power batteries, industrial batteries and other purposes. Judging from the recycling management methods released this time, the recycling management of lead storage batteries has many similarities with the previous management methods for power lithium batteries. For example, the country implements a unified coding and marking system for the entire life cycle of lead storage batteries. Lead storage battery manufacturers should focus on lead storage battery products.
The product code that conforms to the national unified coding standard is marked in a prominent position to ensure the unique management of each lead storage battery. The coding and marking standard is organized and formulated by the General Administration of Market Supervision in conjunction with relevant departments. In addition, the draft policy opinion also puts forward clear requirements in the aspects of lead-acid battery recycling, classification management, storage and transportation, and construction of recycling outlets.
